In the past many plans have been made and large schemes proposed, however due to challenges typical for many developing countries such as corruption, political opportunism, poor communication and failure to involve the local population from the onset, not much has been realized for the rural populations.

To overcome the above challenges, a very dedicated individual from The Netherlands, technically supported by a team of Dutch specialists, and financially assisted modestly by some international donors, not being the traditional NGO’s, has managed to motivate and engage local students, teachers, village-heads etc. in Africa through the use of internet.

Successes of initial projects are well documented by digital pictures sent through internet, eliminating costly reporting or local monitoring by the initiators in developing countries.

A scheme has been set-up in which accountability comes first, middle men are eliminated and > 90% of the funds are used directly for the benefit of the local population, who will not receive gifts from developed countries or donors, but merely are supported financially to get a project started. All funds will be returned in a reasonable time, including interest.

In the meantime village projects can be realized quickly, villagers can immediately benefit from the provisions supplied and local jobs are generated, by-passing the traditional channels.

The first part of the scheme is to provide safe drinking water, replace kerosene lamps by re-chargeable battery powered LED lamp-units and install a re-charge bank with multiple functions:

exchange system with re-charged batteries

re-charging connections for mobile phones, transistor radio’s and other appliances

The Rural Village Utility Systems will have dedicated operators / guardians who will charge any user a modest fee for the service supplied, be it water or electricity.

They will deposit the received funds, after deduction of their own “fee”, on the bank-account that will be opened to re-pay the loan, pay for service, maintenance and replacement of equipment in due time.
